The Ministry of Administrative Development, in cooperation with the Excellence and Leadership Academy, held a seminar titled “Engineering High-Performing Organizations” (Applying Global Methodological Frameworks to Build Successful Institutions) on Thursday, 16 April 2026, at the Ministry’s headquarters in Damascus, with the attendance of a select group of institutional leaders and specialists in planning, quality, and organizational excellence.
The seminar was delivered by Eng. Munir Zahra, Senior Consultant and Trainer in leadership, strategic planning, business design and development, and organizational excellence. During the session, he presented the foundations of building high-performing organizations, an introduction to the concept of organizational excellence, and the distinction between excellence and quality management. He also highlighted the strategic value of organizational excellence and key global models in this field, supported by practical examples from government institutions.
The seminar provided a valuable knowledge platform for exchanging expertise and raising awareness of the importance of adopting organizational excellence methodologies, contributing to improved government performance and the achievement of sustainable results in the workplace.
