As part of its ongoing efforts to support the development of government performance and enhance the efficiency of public institutions, the Excellence and Leadership Academy, in cooperation with the Ministry of Administrative Development, implemented the training program “Strategic Planning in Government Institutions” during the period 15–17 February 2026. The program targeted a group of administrators from various ministries and public institutions, aiming to establish a comprehensive scientific methodology for the preparation and implementation of strategic plans.
The program was delivered by Eng. Khaled Saeed, Strategic Planning and Digital Transformation Consultant, and focused on enabling participants to learn the fundamentals of strategic planning and the formulation of strategic plans within government institutions. It also aimed to equip them with strategic analysis skills, and the ability to develop visions, strategic directions, and objectives in accordance with modern methodologies and recognized standards.
The program further addressed the application of best practices in planning and strategy formulation processes to ensure alignment of objectives with national priorities and to enhance institutional performance efficiency. Practical modules included internal and external environment analysis, stakeholder analysis, building a vision and strategic directions aligned with the institution’s identity, identifying Key Performance Indicators (KPIs), and an overview of the Balanced Scorecard methodology.
The training adopted an interactive methodology that combined simplified theoretical presentations with practical applications and case studies, enabling participants to translate strategic concepts into actionable tools applicable within the government work environment.
At the conclusion of the program, participants expressed their appreciation for the value of the scientific content and the importance of the tools and methodologies presented, emphasizing its impact on strengthening their ability to develop and implement effective strategies that contribute to performance improvement and enhanced institutional achievement.
This program aligns with the Excellence and Leadership Academy’s vision to empower government leaders and professionals, and to promote a culture of strategic planning and sustainable institutional transformation within the public sector.
